In early 2009 High Speed Two Ltd (HS2 Ltd) was established to advise on the development of high speed rail services between London and Scotland. At the end of 2009 HS2 Ltd reported to the Secretary of State for Transport that there was a strong business case for a high speed link from London to the West Midlands, with possible future extension to Scotland.
A number of routes were considered (2, 2.5, 3 and 4). A detailed recommended route was included – route 3. On 11 March 2010 the Government accepted the recommendation for route 3 and put it forward for public consultation.
